I have seen a few items that address this but I don’t see many answers.

The word wrap option is meaningless unless you can specify a column number at which it wraps.
      Where can I do this?
Do I need to set the window size. That is doable but also silly.

Well, because the word wrap doesn’t actually do anything to the text content it really isn’t that important that a specific column position is used for the wrapping, IMO.

Now, if you’re talking about actually “wrapping” by inserting hard line-ending characters at a certain column, that’s different. And it is a different feature, not word wrap.

The menu item Edit > Line Operations > Split Lines may do what you want if you first set the wrap column using the Preferences > Margins/Border/Edge > Vertical Edge Settings. See the online user manual for more details.
