If your title “Exportar e Importar Teclas de Atalho” really means “Export and Import Shortkeys” as Edge’s translate says, then no, you cannot export the shortcut mapper by pushing a non-existent “Save As” button. However, there are scripting solutions which can extract the current allocated shortcuts. (See recent discussions like this one – which also shows the output of the script for Notepad++ v8.5 default shortcuts.)
If you really mean, like in the previous discussion that you linked to, that you just want to change the shortcut for Notepad++'s Save As (Ctrl+Alt+S) to something other than
Ctrl+Alt+S, then yes, Settings > Shortcut Mapper, make sure you are on the Main Menu tab, and search forSave As, then click Modify to change the shortcut. -

But, alas, there are no solutions for, say, importing a file of data such that it sets up shortcuts for N++.
