Where do I go to start my note pad? I want to do like a statement of different things that I can and cannot do. I want to do like a file of things that I can and cannot do.

Assuming you have downloaded and installed a version of Notepad++, then you run that application. Installed versions will provide a menu item to run it from. The “portable” version you need to create your own shortcut to run it.
When Notepad++ is opened the first time the initial tab may well be called “change.log”. This will show enhancements and bug fixes in the version you are running, mainly with reference to the previous version. You can close this tab, at which time another tab called “new 1” will be open. This is the blank tab into which you type anything. You could allow the Notepad++ application to perform background saves on the unnamed file, it currently isn’t an actual file in the Windows system. If doing so, you should read this FAQ post; Periodic Backup vs AutoSave Plugin, it has very important information regarding the background saving function.
It is a very good idea to save the tab as a real file, especially for critical data you can’t afford to lose. Once saved as a real file, the name of the tab will be that of the real file.
Obviously you came upon Notepad++ as an application due to some need, or perhaps a reference to it somewhere or by someone. According to your need you will likely be using the functions it provides for some tasking. Only you will be able to determine the road you take and how you ultimately use Notepad++. In addition to what @Terry-R mentioned, for the “portable” version, you can also browse to the folder and run the notepad++.exe file. As I don’t use the portable version, not sure if using the full path\notepad++.exe will also run it or not.
