doLocalConf.xml still necessary to make NP++ portable?

In the past (years ago) I read that it is necessary to create an empty file doLocalConf.xml in NP++ installation directory to make NP++ portable:
Read: to read and write all *.xml preferences files from/to installation directory.
Is this still necessary?
or does NP++ meanwhile automatically detect local preferences file?

The reason I ask is that it’s possible to run a “portable” copy of Notepad++ without a
