The strange behavior of the cursor in the Notepad + + window, it constantly flickers when hovering over the menu and buttons. In other applications, this is not observed. i can not reproduce the cursor/pointer flicker on windows 7 and 10, x86 or x64.
(it was clearly visible in your video, thanks)first please make sure it isn’t the cause of any plugin, so please download and test the portable version from here: https://notepad-plus-plus.org/repository/7.x/7.6.1/npp.7.6.1.bin.zip
extract it anywhere and start the portable notepad++.exe and see if the cursor/pointer flicker still happens
(the portable version can be used without interferring with any settings of your installed notepad++)if the portable version behaves the same, it could also be a graphics driver bug if you use a windows screen scaling other than 100%, in this case you could try to set it to 100%, reboot and see what happens

if a fresh portable 7.6.1 version does behave the same, what happens if you try out an older portable release like 7.5.4 from here ?
some other questions of interest to get to a possible cause are:
are you running windows 7 in a virtual environment, such as virtualbox or wine ?
what is the physical resolution of your monitor ? (standard or hi-dpi/retina) -
The screen resolution is by default 1920x1080, the old versions of the notepad++ also behaved the same way. But this flicker of the cursor does not always occur, after the program is closed, this flicker disappears, and then appears again.

but i see in your video that it seems to happen when tool tips (help info overlay) like the one in this screenshot should appear.
somehow you seem to get a flickering cursor instead of a tool tip.
normally the mouse pointer should not change at all.
what happens if you change the language to english and then exit and restart notepad++ ?
does it still show the pointer to cursor change flicker ?do you have vnc or any other remote maintenance software installed, especially with a mirror driver that caches the pointers/cursors ?

It’s really true!
There should be tooltips and they are not, instead flickers the cursor! It only helps to close the program and reopen it.I did not notice that there are no tooltips when this problem occurs.

this is very strange and i have not seen this except on virtual machines or screen caching.
normally the cursor should not change until you enter or leave the editor area, like seen in this video below:
one more thing you can try:
what happens if you boot into safe mode (repeatedly press f8 key at boot) and try notepad++ there ?(in safe mode the intel integrated graphics driver will not be started, so if it does not flicker in safe mode it could be a combination of this driver version and notepad++ … or something else that is not started in safe mode)

same thing can sometimes happen If you change the delay for the tooltips under the 100ms (default 400ms) through Windows registry or quite a lot of management-suites for Windows includes those settings (f.e. Windows 10 Manager from Yamicsoft)
